It has a multi billion Euro economical impact with its benefit and follow up services. This is probably more than the influence of the research institutions mentioned above.

Its development is in huge parts done in 'spare time' and most of the time for free.

The output of Free/Open Source often outperforms university and company results

Free/Open Source is ignored by EU (or better it is actively discriminated): Free/Open source attendees to The Hague need to pay a 350 Euro fee (400 these days):
This without any consideration of the fact that their work is done in spare time and for free. Free/Open source groups can't ask for sponsoring without being members of a company or a research institute.
